Biography
Director Mark Gibboney was elected to the Board of Directors in November, 2019. He represents Division 2 of the District’s service area and currently serves on CVWD’s Government & Public Affairs Committee and Water Resources Committee. He also serves on the Fontana Union Water Company Board of Directors, a mutual water agency in which CVWD is the majority shareholder.
Director Gibboney has made his home in Rancho Cucamonga since 1979. He and his wife, Agnes, raised their family here. Director Gibboney is a retired Deputy Chief of Police, Attorney, and Adjunct Professor. He earned an A.A. degree in Administration of Justice, a Bachelor of Science in Laws, a Juris Doctor, and a Master’s degree in Management. He is a graduate of the California Command College, an extensive training course for police managers focused on leadership skills and strategic planning.
Director Gibboney’s term of office is December 2024 through December 2028.
