CVWD Rates
Sewer Rates
CVWD is in the process of conducting a detailed cost of service study in order to determine sewer rate adjustments that are fair and equitable in the allocation of costs to all sewer service customers. Sewer rates pay for the cost of providing local sewer transmission service which consists of operation and maintenance costs, as well as infrastructure repair and replacement.
The graph below is a comparison of sewer transmission rates charged by neighboring agencies that provide services similar to CVWD. The graph shows CVWD’s current monthly sewer charge and the proposed monthly sewer charge if the new rate is legally adopted on June 27, 2023.
CVWD also bills customers for sewage treatment and disposal based on costs imposed by the Inland Empire Utilities Agency (IEUA). The IEUA is a separate agency that provides these services and sets rates independently of CVWD.
Water Rates
Effective January 1, 2022, CVWD enacted a new five-year rate series that included several changes to the water rate structure. The changes include monthly meter charges based on the size of the customer's meter, the tiered rates based on the amount of water used, and the tier allotments based on the amount of water CVWD can secure from different sources. In total, these changes to water rates will increase CVWD revenue by approximately 2.8% per year. These revenue increases allow CVWD to meet water quality standards, pay for the increasing cost of operations, repair or replace critical infrastructure, meet debt requirements, and ensure adequate water supplies.
The monthly meter service charges are based on the size of the customer meter and are in exact proportion to the flow capacity of the meters. Most residential meters are ¾” or 1” in size. The CVWD meter charges and effective dates are listed in the chart below.

The four-tiered water rate structure reflects a range of costs for the various water supplies that CVWD is able to utilize. All customers begin each billing month in the lowest price tier and graduate to higher tiers based on the amount of water used. The CVWD tiered charges per unit (HCF) are listed in the chart below.

CVWD has established a comprehensive Water Supply Shortage Contingency Plan (WSSCP). This plan consists of 9 progressive stages that address mandatory water conservation requirements. Under normal conditions, efficient water use practices are required. If a water supply shortage exists, CVWD may enact a WSSCP stage by adopting a resolution of the Board of Directors.
Other municipal agencies have the ability to impose charges and fees on CVWD that are related to providing water utility services. These agencies include the Inland Empire Utilities Agency and the Metropolitan Water District of Southern California. These agencies determine and approve the rates independently. CVWD utilizes pass-through rates to recover the additional costs associated with these charges.

Recycled Water Rates
Effective July 1, 2019, CVWD enacted a new five-year rate series that included 3% annual revenue adjustments to the Monthly Recycled Water Meter Charge and the Recycled Water Commodity Rate. These revenue increases allow CVWD to pay for the cost of operations and maintenance as well as purchase recycled water from the IEUA.
