In 1983, the California Legislature enacted the Urban Water Management Planning Act (Division 6 Part 2.6 of the Water Code §§10610 - 10656). It requires that every urban water supplier that provides water to 3,000 or more customers, or that provides more than 3,000 acre-feet of water annually ensure the appropriate level of reliability to meet the needs of its customers during normal, dry and multiple dry years. The act describes the contents of the UWMP as well as how urban water suppliers should adopt and implement the plans. Plan updates are required every five years, and updates maintain the District's eligibility for state grants.

Revisions to District’s Water Supply Shortage Contingency Plan

  • The District's existing Plan consists of nine levels/stages. To comply with UWMP guidelines, an urban water supplier’s Plan must include a crosswalk that translates its existing categories to the six standard water shortage levels. To meet this requirement, on June 8, 2021, the Board of Directors adopted an updated WSCP which is included in Chapter 8 of the 2020 UWMP.
  • On May 31, 2018, Senate Bill 606 was signed into law requiring all urban water retail suppliers to adopt a Water Shortage Contingency Plan (Plan). The State added new reduced water usage levels, which are not currently in the District’s Plan that was last revised in 2015. Ordinance 2019-5-1 added three new levels to the District’s Plan in accordance with State law.
