Customer Assistance Program (CAP)

1. PROGRAM DESCRIPTION

The Customer Assistance Program (CAP) assists eligible low-income households with their water utility costs. The CAP is not subsidized by other ratepayers; instead, the District will fund this program from unrestricted rental income that the District receives every month through the rental of District property (e.g. cellular tower space).

The CAP will result in fixed savings each month, and will appear on the customer’s next water bill following the application approval date. The CAP does have limited funding and must be reviewed and approved annually by the District’s Board of Directors.

2. GENERAL PROGRAM REQUIREMENTS

In order to qualify for the CAP, customers must be in need of financial assistance for home water utility costs. The CVWD CAP follows the income guidelines set each year by the Public Utility Commission (PUC), California Alternate Rates for Energy (CARE). The following income limits have been established through May 31, 2017:

In order to qualify for the CVWD CAP, customers need to complete an application and bring in a copy of either their Southern California Edison or Southern California Gas Company utility statement demonstrating their participation in the CARE program. If approved under the CVWD CAP, customers will receive a deduction of $15.00 (effective 7/1/2016) on their bimonthly billing statement.

3. CONDITIONS OF PARTICIPATION

Only residential customers are eligible for participation in the CVWD CAP. The CVWD customer of record must match the customer name on the Southern California Edison or Southern California Gas Company utility statement. Customers participating in the CVWD CAP may be required to recertify their eligibility at any time when requested or on an annual basis. Participants must notify CVWD within 30 days if they no longer qualify.

4. APPLICATION PROCESS

You may apply online here or applications are available at the Customer Service counter beginning July 1, 2015. The application will require customer name, address, email address and current phone number. Applicants will be required to attach a copy of their most recent Southern California Edison or SoCalGas Company utility bill. If eligible, customers will receive the CAP deduction on their next utility bill. Retroactive adjustments are not permitted.

5. ANNUAL APPROVAL

The CAP is not a guaranteed program. Each year the Board of Directors must review, approve and allocate funding for the program.
